    Analysis: UN peacekeepers struggle against IEDs in Mali

    The UN Multidimensional Integrated Stabilisation Mission in Mali (MINUSMA) was by far the most dangerous UN peacekeeping operation in 2014, when it became the main target for the Islamist militant groups operating in the north of the country.

    The mission lost 28 peacekeepers during the year and another 75 were injured, according to a tally of UN reporting. All the deaths and most of the injuries occurred in the second half of 2014.

    A report by the UN Secretary General in September attributed this surge in violence to the withdrawal of government forces from the north following their defeat by Tuareg separatists in a battle for Kidal city in May and the winding down of the French military's Operation 'Serval'.

    These withdrawals resulted in a "marked increase in the activities of extremist groups", said the report. "With its network of bases and its extended movements, MINUSMA has become their [the extremists'] primary target."

    The single most deadly incident occurred on 3 October, when nine soldiers were killed when a MINUSMA logistics convoy was ambushed on the road between Ansongo and Ménaka in the east of the country.

    Six peacekeepers were killed in two suicide vehicle bombings and one by a mortar attack on the MINUSMA base outside Kidal city.

    The rest of the fatalities happened when MINUSMA vehicles were hit by explosive devices. A UN Secretary General report released on 23 December noted that "improvised explosive devices [IEDs] and anti-vehicle mines placed along routes used by MINUSMA severely hindered its operations".

    Air operations have also been disrupted by the emplacement of IEDs near airstrips. In the most serious incident, a MINUSMA vehicle hit an IED planted 20 m from the Kidal airstrip on 29 July. The runway was reopened a month later after a ditch and berm were dug and observation towers constructed to prevent further infiltration.

    The 23 December report said MINUSMA has accelerated its counter-IED programme, which includes the procurement of mine-protected vehicles and armoured ambulances, prevention and mitigation training for its personnel, and mentoring for two explosive ordnance disposal companies with limited prior exposure to the threat.

    While the Secretary General did not state what armoured vehicles were being procured, it emerged in March 2014 that the South African company OTT had an order to supply 115 of its Puma M6 vehicles to the mission.

    However, the delivery of the first batch of 16 vehicles, which were built at OTT's plant in Mozambique, was delayed when the local authorities claimed the company had not complied with various regulations, an allegation OTT disputed.

    The African contingents that make up the bulk of MINUSMA's strength are poorly equipped and often use unarmoured pickup trucks that are highly vulnerable to IEDs. The 23 December Secretary General report noted that almost all the African contingents lacked the equipment and self-sustainment capability required for UN peacekeeping.

    Intentan derribar el helicóptero del Comandante de las tropas internacionales de la MONUSCO en el Congo

    El helicóptero del general brasileño Carlos Alberto dos Santos Cruz, responsable militar de la Misión de Estabilización de la ONU en la República Democrática del Congo (MONUSCO), recibió un disparo el lunes en en el Congo. El comandante resultó ileso tras un aterrizaje de emergencia, informó la Radio de las Naciones Unidas. Los disparos, realizados por los rebeldes de las Fuerzas Democráticas Aliadas (ADF), afectaron al tanque de combustible del helicóptero, que inició un aterrizaje de emergencia y no llego a incendiarse. El ataque contra el general brasileño se produjo cuando el helicóptero volaba sobre una zona montañosa del grupo rebelde en la región de Beni, en Kivu del Norte. Según Dos Santos Cruz, que ha insistido en que las operaciones militares contra los grupos armados deben intensificarse, en las últimas semanas el ADF ha matado a más de 300 personas en la región, muchos de ellos con hachas y machetes.

    Ban Ki-moon condenó asimismo un ataque en el que murieron dos casos azules de Naciones Unidas y 13 más fueron heridos y que se producía un día después del sufrido contra el helicóptero en que viajaba el general Carlos Alberto Do Santos. Las muertes ocurrieron cuando un convoy de MONUSCO sufrió una emboscada de presuntos elementos de la "Alianza de Fuerzas Democráticas" en el territorio Beni, en Kivu del Norte. Los dos efectivos que perdieron la vida pertenecían a un batallón de Tanzania, que tiene como tarea principal proteger a la población civil en esa zona. "La ONU mantiene su compromiso de tomar todas las medidas necesarias ... para proteger a los civiles y neutralizar los grupos armados en el este de la República Democrática del Congo", dijo el organismo en un comunicado después de la emboscada.

    Un equipo de la ONU se encuentra en la zona ayudando al ejército local, que combate a los rebeldes ugandeses en la conflictiva región oriental del Congo. Beni se encuentra en la parte noreste del país, cerca de la frontera con Uganda. Según Naciones Unidas, en los últimos meses, las Fuerzas Democráticas Aliadas, de Uganda, han atacado aldeas en el este de Congo y asesinado a sus habitantes.La República Democrática del Congo todavía está pasando apuros para salir de un conflicto que acabó con la vida de millones de personas entre 1998 y 2003. Como resultado de esta inestabilidad, militantes armados permanecen fuera de control en la región, rica en oro y diamantes.

    El presidente congoleño, Joseph Kabila, quiere que la Misión de Estabilización de las Naciones Unidas en la República Democrática del Congo, conocida como MONUSCO, reduzca significativamente su presencia y planificar una posible salida del país. El enviado de la ONU para el Congo, Martin Kobler, advirtió que una salida apresurada de la misión, que tiene 21.000 soldados destacados, sería desastrosa.     Zambia Begins Delayed UN Mission to CAR

    WITBANK, SOUTH AFRICA — The Zambian Army has finally deployed 750 troops to the United Nations peacekeeping mission in the Central African Republic (CAR) after an eight-month delay blamed on the lack of airlift capacity, predeployment training and suitable military equipment.

    The deployment, which was initially scheduled for November, also struggled because the troops were ill-trained for the CAR mission where Christian- and Muslim-aligned militias are still fighting each other despite the presence of a large UN peacekeeping force.

    Addressing the troops on the eve of their departure from the Arakan Army base in the capital of Lusaka, Deputy Zambian Defense Minister Christopher Mulenga said the deployment was not possible without support from the United States, which provided predeployment training, military and logistical equipment for the troops.

    Mulenga implored the troops to be professional and disciplined in their conduct to avoid soiling the country's name and clean peacekeeping record with the UN.

    "As peacekeepers sent from Zambia, you are expected to keep and observe your terms of reference and please do not for any reason get entangled in the politics of the host nation. While paying tribute to you, our gallant men and women in uniform for ably representing Zambia, I will be failing in my duties if I don't remind you of the need to be morally upright bearing in mind the families you are leaving behind," Mulenga said.

    Zambian Army Commander Gen. Paul Mihova also attended the send-off ceremony. He hailed the US for providing the equipment and training, saying he is satisfied that his troops will be able to measure up to the complex situation in the CAR where resurgent fighting between militias remains a problem.

    The troops are drawn from the Army, the Zambian National Service and Zambian Air Force. The contingent includes 50 special forces commandos to beef up its troop protection capabilities.

    Zambia's last UN peacekeeping operation in Sierra Leone ended in deep embarrassment when several troops were captured and held hostage for days by one of the many rebel forces which were active in that country's civil war.

    La ONU admite fallos en la respuesta a un ataque con 30 muertos en Sudán del Sur

    Médicos sin Fronteras denuncia que la misión impidió refugiarse a desplazados que huían

    El detonante que hizo estallar la violencia en febrero en el campo custodiado por la ONU en Malakal (Sudán del Sur) tuvo lugar el día 16 de ese mes. Dos individuos, con uniformes del Ejército sursudanés (Ejército de Liberación Popular de Sudán o SPLA, en sus siglas en inglés), trataron de introducir armas dentro del campamento, refugio entonces de alrededor de 48.000 desplazados de la guerra civil. A partir de ahí y durante los dos siguientes días se desataron los enfrentamientos y el asedio por fuerzas externas al campo con un balance de al menos 30 muertos y 123 heridos, según las cifras de la ONU. Una investigación interna independiente sobre la actuación de la misión de esta organización en el país africano (UNMISS, en sus siglas en inglés) ha admitido ahora que hubo "confusión" en la cadena de mando, en el control de la situación y las reglas de combate, así como falta de coordinación entre personal civil y cascos azules. Médicos sin Fronteras (MSF), presente en los campos, ha culpado a la ONU por este "fracaso" de incumplir su mandato de salvaguarda de la población.
